This got covered a little in this Apo-Stasis thread, although everyone managed to miss the original point I was making there.
If it really bothers you, lay down some ground rules at char creation. Eg if you don't dump any points into education you're illiterate. You can still get by, but things are going to be more difficult for you.

This will tell you most everything you need to know if the PCs confront him with guns, or if they engage him in conversation. Local fixer started dealing drugs? Is he on the up or the down? If he's on the up then he's either making some extra money or he's muscleing in on someone's turf; on the down? Then he probably owes someone and is desperate for money.
Once you get an idea for what a location or someone's personality is like it becomes obvious what the PCs can do there or how the NPc will react.

Then be thankful that your views/activities/political aspirations/race/religion aren't frowned upon in your country then.

In addition to all the great advice above, start by running a few single shot adventures to let both you and your players get into the swing of it. Other than that, be prepared to improvise.

thus, fingerprinting immigrants, would mean solving MANY more of these crimes, and also providing a way to combat the increasing trend of people who cant find work, and rourt the social welfare systemAre you basing this on facts, anecdotal evidence or the random gibberings of the media and Pauline Hanson? Because I actually went and looked at the statistics your government produces on this (link). You might do well to see how 'MASSIVE' your immigration problem actually is. Also, check out the definitions of refugees, migrants and asylum seekers, as well as common myths (including the idea that they're all on the dole).
BTW, what about your typical white trash? Don't they get to count as an "ethnic-based-gang"? Why not fingerprint everyone (after all, you might be a criminal...)
