  1. What about using a horse borne raiding party? If you say it’s 100km distance, that’s 2 and a half days of riding. Stage a gathering of forces away from our target - Alpha or Montello or somewhere else away from the target - build a buzz that a major op is about to jump off. Hell, move a lot of troops to Elko instead of being at Wells. Then while everyone is watching that, the small party disappears into the countryside. Probably best if major players like Cossack and 8-Ball are seen prepping this major military undertaking. Gives it more credence. Those that hit the compound are only looking to capture 1 person, everyone else is collateral (another reason 8-Ball should steer clear). If the capture is successful an AV can be dispatched for the retrieval, and if the target isn’t on site then the hitters can ride out again without anyone being able to prove who the assailants were. 

  2. The Hooded Viper states it has 1/2 space on each wrist for a weapon - usually a combat knife and a 14mm pistol.  Do these interfere with a carried weapon? Or can I still carry a weapon but only use these options when not holding a primary in that hand?  As for a GL, it can be great for crowd dispersal with smoke and flash-bang loads, but really sucks for targeted attacks against opponents within a crowd of civilians, not to mention the 50-unit belt means the rounds are pre-selected and switching based on a changing situation is going to prove difficult.  TJ is a trained sniper, and his suit has superior vision capabilities compared to the Viper's, so perhaps it's best to have him stay on the roof with a rifle capable of taking down the 'borgs in the crowd?

  3. Volleyball is fairly limited by weather, and I'm angling towards something that allows some physical play without being openly gladiatorial like american football or rugby.  There is a certain release valve when a subordinate is allowed to open field tackle a superior without fear of retaliation.  And intramural level means a fairly open, fluid interpretation which allows team and field size to be determined at the time of the match based on availability of members for each participating group.  Cossack's interest in this springs from a trip he might have taken if he had made different decisions in life and gotten to visit someplace far away, like South America maybe, and gotten to see how the youths might have been drawn to such a legendary competition.  

  4. Cossack would like to accept the AV lessons, Scholar time to get the Shoshone +2, and then for his available learning slot he would like to begin an intramural football league to work on his Athletics skill - hopefully with some of our troops and inviting the various Commandos to form teams to participate (should they so choose to accept), and eventually extend offers to some of the outlying ranch's and communities.  It won't be Premier League or Serie A, but it could be some good clean fun and help groups bond through competition.  And wouldn't it be fun to see a bunch of guys in biker vests stumbling around a field trying to put a small ball into a net?  Not that the Visigoths are likely to accept, but it's an enjoyable mental image.  Hopefully it might lead to a youth league for the communities to share in.  If there is interest, Cossack will put forth the funds for initial gear purchases.

    Cossack would also like to talk to Celestine about having a discussion with Mr. Phelps that maybe he should put forth the proposal that it's time to reopen a casino and advocate for an amendment to the town charter and/or county bylaws that prohibits any casino owner from holding any sort of public office - either appointed or elected.  If he were to propose this, and then suggest that Mr. Batty should be the first license holder allowed to reopen, citing his extensive business acumen and deep connections to the community; then he is effectively elevating his opponent while also cutting him off at the knees.  If Batty opposes such a discussion, then his ethics can be questioned, while supporting it means he has to face the prospect of losing his casino license if elected.  Further, it offers him the olive branch that Whyte Hat would support his license claim over others.  No guarantees are made, or promises given, but a political offering would be made and Mr. Batty would have to make the next move in front of a watching electorate.

    So this statement has created two very diverse assumptions - 

    1) @senior officer Mikael van Atta assumes this means we know that Zuma personally withdrew the money, and we can set up surveillance on him to try to turn him at our convenience (I personally don't see how we have the manpower or monetary capacity for that).

    2) I assume that we know someone made a withdrawal from the account and that we have no evidence one way or another who that person was. I'm further assuming that we have no idea where Sargent Zuma is at this moment.  If he's withdrawing large amounts of cash in Las Vegas, why would he be back in West Wendover for us to scoop up?

    So, I would like an expansion of the description of the Las Vegas withdrawal so that we put one of the 2 assumptions to bed before we start planning.  Do we have video of him in the bank?  Do we know for certain he is the person who withdrew the cash? 

    Next, as to the BOLO, one of the benefits is that they are usually communicated to all transport hubs in the targeted areas - so airports and train / bus station security are made aware of the person of interest.  Also, I did not name Sargent Zuma as a suspect in the attached crime list, I listed him as a WITNESS to said crimes.  Of course most of the listed crimes would not stick if we ever chose to indict the man, but I'm not looking to indict him.  By issuing the notice in Utah, Las Vegas, and Federally we do not directly release the information to the Elko County Sheriff.  Should he be made aware of the BOLO, he would see that his status is listed as witness and not suspect which would give him the choice of trying to run and hoping the people he can implicate will be loyal and try to see to his disappearance, or turning himself in to the Feds in hopes of cutting a deal as a person "forced" into cooperating with these black hearted bastards.  And if he holds out hope that if he provides enough testimony to reach a certain quota of convictions, he and his money may be forgotten, what harm that?

    So far, we've had a major witness killed in police custody, an outlaw group equipped with high tech weaponry, and a major player's head of security commit on screen suicide to avoid implicating his boss.  Someone on high is pulling massive strings and we keep dancing to his tune.

  7. @Snowyn TJ is fine with the idea of attempting to use martial arts to disable the guards. Mitzi should have a plethora of suppressed weapons should she choose to make use of those to deal with more targets in a quicker manner.  Or mix and match, she maintains an over watch while TJ makes his move to deal with a single target.  I am of the opinion that victim statements will be as impactful as survivor trials, so capturing targets is low on my priority list.  Also, keep in mind that anyone we wound during our infiltration will have to survive until the end of the incursion without any sort of medical attention.

    Hence the ruse of saying we’ve been in contact with the Salt Lake Sheriff. Cops talk, especially when something has happened in another jurisdiction. That builds trust between organizations and opens lines of communication. It also reinforces that we are here to establish a renewed Federal presence and not just fortify one local community. 
     

    For the record, it was TJ who donned a disguise prior to rolling out, not Theresa. And someone like Theresa is memorable, so when the Oasis community sees her in her official capacity it could cause some hurt feelings. And I wholeheartedly agree that maybe Jamal should go along as the bridge between that cooperative encounter and our attempted amends.

    TJ would like to go, but there is a small discussion we need to have before we go.  TJ wants assurances from the Sheriff and the town that outlying communities - the ranches, Oasis, etc - will be invited to enroll their children in the reopening school system.  If there are legal issues with the folks in Oasis, TJ wants to know the details.  TJ will offer to work with his connections in DC to obtain another $25,000 in funding for the school system if they agree to this condition - that's another 50% above what they were initially seeking in donations!  

    If we can secure the possibility of education for the youth, provide an update on Johnny Patterson's recovery (and cooperation with the Salt Lake Sheriff), along with your apology, perhaps it would make it possible to open the door for dialogue in the future.  TJ will strongly advocate for the need for honest interactions with people that we want to have long term interactions with.  We used subterfuge to determine that the Oasis commune is not an immediate threat, and we should therefor treat them with respect moving forward - just as we want the local communities to respect and be honest with us.  

    Uhm, but TJ can't drive.  Can JJ?

I disagree, because TJ is taking it personal.  Not everything has to be extremes.  We don't have to choose between non-action and genocide.  We have the authority, the purview, and (TJ would argue) the duty to attempt to locate Penny.  And if that means a reconnaissance in force up State Highway 223 to the Utah border, well then no one has to kindly look the other way because we are all executing the mandates handed to each of our organizations.  We don't have sufficient evidence to obtain warrants from the courts, but we have it in our power to drive up and down every public roadway in this God forsaken county.  If we happen to stop in Montello - we have that authority!  We cannot arrest anyone for the kidnapping, murder, or assault unless they give us reason.  We can not enter private residences without warrants unless they give us reason.  We can not open fire on armed civilians unless they give us reason - and our sheer presence may provoke a reaction that gives us that reason to slap the cuffs on someone.  Yeah it's possible they are the culprits, and they may even have more rpg's like they used on the RV, and that gives every sane person cause to pause - but it's our job to overcome that feeling and move forward.

    Very rarely will we have full, accurate intelligence to prep our actions around.  However, we have been very successful with partial (sometimes wholly inaccurate) information.  We have abilities which are currently unmatched because they are completely new to the environment and the longer we take to enact our plans, or pursue our targets, the more organized and better able to respond to our opponents become. 

    I also understand the complexities of the political landscape we have placed ourselves on - I already hampered my own ability to execute some activities because I won't risk the optics of carrying a suppressed weapon.  To me that was an easy move on the board.  Another easy move is honesty - we did that when we told the council that the Federal Marshals were joining our endeavor even before it had been officially announced.  The politics of arming the 3rd Commando instead of working with the town and Chief Constable is also politics.  Some will argue it is a poor choice to make because of the amount of enmity it may generate in the upper echelons of the township.  On the other hand it is tactically and militarily sound to work closely with the most efficient group, and try to inspire change from within.

     

  11. So, we worked today and they’re expecting us to work next Saturday. I’m going to see what I can accomplish during the week to hopefully avoid that situation, but my management is less then stellar so I can’t make promises. 
     

    As to the tactics, as TJ I have no issues on how we went in on the last mission. I also have no problem accompanying Whyte Hat on any such missions, I just won’t carry a suppressed weapon. If that means 8-Ball wants me to hang back with Jesse (or even further back with my rifle), I will accommodate your plan. I could have even allowed the Swede to go ahead and see how far he got with his silenced rifle before he needed my assistance.  As I replay the encounter, I would say that I should have held back and allowed 8-Ball and Jamal to clear their building and perhaps any other targets in the open before moving on the main house. However, once we hit jump off Theresa was going to be using rockets on the gun truck to avoid the team being outgunned; so it would have only been a few seconds difference. 
    Given the current situation and our primary opponents, I do not believe we will often be able to establish a perimeter and attempt to negotiate with our adversaries. We will usually be running and gunning. So we will have to work on, and perfect, such tactics. Also, for the record, TJ will be openly and visibly hostile about discussions of sacrificing civilians because 8-Ball wants to gather intelligence to protect his soldiers. While we’re working towards a common goal, we have different duties. My job here is to not only enforce the law, but also to use my position to protect the citizens.  Sacrificing Penny (I believe that was the nanny’s name) to protect Whyte Hat personnel begets the question of how many members of Wells or Elko may be placed upon the alter of tactical preparedness?  I understand that we accomplish nothing by wasting our lives running into a hail of bullets, but we also waste our public relations by being overly cautious. 
    As to playing by different rules - Whyte Hat is not operating under the same rules as the marauders and you appear to have no issue with that. Are my rules a bit more restrictive than yours? Sure. But that doesn’t actually put us at a disadvantage. At no point did the legal restrictions impact our assault. The only difference between having the Marshal there and being back in Night City was at the end when TJ called on the last man standing to surrender - and that was primarily due to me being out of ammo to shoot him with!

    I'm not completely sold on the concept of using a suppressed weapon. Marshal Law is a representative of not only the Federal Government, but also the face of law and order.  I now realize that I've never verified that my armor is marked with Police or Marshal  identifiers, but I will remedy that in the coming sessions.  Going forward, I do not think I want to jeopardize my status by allowing the possibility of video or pictures to be misused to somehow suggest that Marshal Law is part of a death squad.  I did make certain to identify myself as a LEO prior to engaging in combat with the guard outside the building, that pretty much negates the benefit of being issued a suppressed weapon.  I completely understand the tactical situation you foresee, but I question if a Federal Marshal is the proper component for such missions.  In future situations, perhaps it would be better to have Marshal Law in a stand-off position where he can support with his long rifle.  I realize there probably are no restrictions on a Federal Marshall using a suppressed weapon, but at this time and in this place it does not feel proper.  I will scour the various less-than-lethal options and see if there is something that can be ordered from Mitzi's man in Vegas.

     

    As to the next session, we are at the end of quarter for shipments so it's an unfortunately busy time; and the most inopportune moment to be slammed by the supply chain issues.  We're out of the boxes we use to ship material overseas, so we may not have to work OT and Saturdays - but the label we have to apply to material sent to the EU expires on April 5th, so we have an extra 3,000 pieces of material to process to make up for our inability to send product for the month of April.  It's a possibility that we will be working the next 2 Saturday's to get labels on to boxes that we can't ship because we don't have the shipping boxes required! There's a manager level meeting tomorrow that will make these decisions and inform me of how much of my life they're squandering over the next 2 weeks.  I will let everyone know (if they actually tell me...)

    I'll start from the bottom up -

    I often forget how literal this group can be.  Being so confrontational and overtly hostile to a community you're trying to win over is a very bad idea (even I know that!).  Next time I will try to remember to put sarcasm warning pre and post such messages.  After being so serious with everything on the previous side, a moment typing something so inane seemed cathartic.

    Glad to know we're already building out our business network.  I appreciate the logic of building a hidden grid, but people will obviously be looking for some sort of surveillance.  If they don't see anything obvious, they may get inquisitive and start searching.  It might be worth considering adding some visible / known equipment just to redirect people's attention.

    We've discussed the base black list's before from both of our previous life experiences, so we know how they work.  Usually, the bases here in town issue a notice through the public relations officer if a business is added to the blacklist.  In this situation, our blacklist is being started not by us, but rather by a business that doesn't want our patronage.  Now, I misinterpreted the information you had provided and gave Roy Batty credit for too much intestinal fortitude when I thought he had banned us from all of his businesses.  As of our last session, our personnel arrived just before we ended so there was no discussion on how well or poorly they were received.  Yes our actions had earned us a better outlook from many, but it was a brief thing and now we're advancing the timeline a bit so things have occurred off stage that I was not aware of.  The fact remains that he has banned us from Luther's, and the point of my post was to provide all business owners the opportunity to make it known through their elected representatives if they were comfortable with our people being in their businesses.  Some people might be intimidated trying to tell out of towners, known to be heavily armed, mercenary scum that they shouldn't come through a door.  It was an attempt to make sure business owners were aware that we respect their concerns and are listening.

     

    As it stands, it seems most of Cossack's concerns are already being addressed.

  14. I apologize for my absence from the topic this past week, but there a few things I've been rolling around that I would like to put forth at this time.  

    Cossack -

    1 ) I formally request that when the artillery piece we confiscated is operational, we paint Luperscal's Long Gun on the gun shield.  

    2 ) @SnowynI would like Whyte Hat to present a formal list to the town council (and any of the prominent citizens who attend such meetings) of businesses which are off limits to all of our employees and those businesses who are willing to accept our patronage.  Such a presentation should come with a week or two week grace period for the information to be disseminated amongst the town and thus give them a chance to move their business from one list to the other, should they so choose.  I do not want any of our people being arrested for going in to one of Roy Batty's establishments, and I would like the town, and it's leaders, to understand we will operate on a level of respect of asking permission instead of forgiveness.  As a side, I would also like people like Mr. Batty to face the loss of revenue from competing establishments welcoming so many soldiers with so few outlets for their funds.

    3 ) In the Wells Sourcebook I see that the Tire Center located alongside our burgeoning home is known for "NOT asking questions" about the damaged vehicles they tend, but I do not see that business in the list, or an indication of who owns/operates it.  If I've overlooked that info can someone please direct me to it?  If it has been omitted, I would like to move quickly to discern the who part of that question. 

    4 ) I would like to suggest a business to business overture to both Great Basin Beverage and the 333 Ranch to attempt to come to an arrangement for monthly purchases from both.  If we can agree to buy enough beverages from Great Basin to cover what they have been losing to bandit raids, perhaps they'll let us put up some observation cameras along their perimeter to extend our eyes.  And if the Ranch is willing to make a sale to us once a month, that could go a long way toward keeping morale up amongst our people is they would have fresh food once a month.   

    5 ) We had talked of making some sort of opportunity out her for the Knowles sisters - are we leaving them to their own devices to find a path forward?  Are they operating a restaurant within the Petro station grounds, or will that entire area be restricted to duty personnel and therefor inconvenient for an actual business?  I remember they said they did not want to be the mess hall for our organization, but I do not know if more has been discussed now that we have so much more information on the city.

    1 ) As the only official representatives of the Federal Government, can we take the Post Office and build it into an apocalyptic fort?  I mean, stars and stripes raised every morning, Star Spangled Banner blared on loud horns every dusk. It would be epic.

  15. We have several fires every year on the live fire area at Fort Carson, so I realize that there will be unintentional blazes. I’m saying the optics with regards to the people we are trying to curry favor with could be altered by accidental outbreaks versus intentional use of incendiary devices. I guess it is a rather moot point, as we are only going to be able to make a recommendation to the militia and it is their decision whether or not to employ such weapons.

    • Elko to Wendover is 140km / 88 miles. 
    • Wells to Battle Mountain is 173km / 103 miles,
    • Wells to Wendover is 84km / 54 miles

    Elevations:

    West Wendover, NV – 4,462 ft / 1,360 m

    Oasis, NV – 5,870 ft / 1,789 m

    Pequop Summit Rest Area (between Oasis and Wells) – 6,995 ft / 2,119 m

    Wells, NV – 5,630 ft / 1,716 m

    Elko, NV – 5,066 ft / 1,544 m

    Carlin, NV – 4,905 ft / 1,495 m

    West Wendover is 36.7 miles / 59 kilometers to Pequop Summit

    One of the most vulnerable times will be convoys starting in West Wendover having to make the climb to the Pequop Summit.  The vehicles will be bunched together, struggling to reach the crest.  The good news is that after reaching the Summit, it's literally downhill all the way out of the county. 

    I would also like to ask why are we providing guards all the way to Battle Mountain when our contract is supposed to be in Elko County (with Carlin being the last town on I-80 in the County).  If we have to cover the distance to Battle Mountain, shouldn't we have some sort of station for our personnel there?  If we don't have a facility there, then we have to pay market rates to over-night our soldiers any time there is a significant layover between convoys.

    Can we discuss the choice of the Yak's for a moment?  At 310,000 per Yak, we could acquire a second AV-4, 2 x Aerocops to act as airborne scouts, 2 x additional Hummers and a BMW 2020 for the same cost.  The new AV could be kitted as a fire support version to balance the troop carrier, and the Aerocops are capable of land based driving or flight depending on need.  Unlike the Yak's, all of these vehicles are as fast, or faster than, the trucks they will be guarding.
