I'm watching this right; it's very Cyberpunk: like, Cyberpunk meets District-9.
Jodi Foster is good in this and a great actress.
William Fichtner, is, um, his creepy self.
And Sharlto Copley's character surprised me. -
I made up a few character life-paths on ArcadyCyberpunk generator; I saved it when Geocities went down.
It's the year, 2288 (I got inspired because that was my kill-count in Tiberian-Sun): I'm not sure how to express this darker, darker future, but, it's not Star-Trek; I kinda want to redesign her clothes; she's too modern, I tried to make the fashion of the future hideous. I combined '80's flare with some future-stuff. She's a mob-boss, Indian-American.
And I'm not entirely sure I want to use Cyberpunk to generate these NPCs: I have Blue Planet. She might be good in Chameleon Electric's Babylon 5 system. But, I'm certainly not using Heavy-Gear's RPG-system (don't like).

The reason my friend got drugs, is she helped a guy get off of being drunk/drugged all the time, but, they guy that drugged her, was using that guy as his meal-ticket, hitting him up, when he was drugged, for money,etc. and he was pissed off he couldn't use him anymore. From now on, every time she sees that guy, that drugged her, she's going to kick is butt and eventually, he won't want to be around the area anymore.

I thought I'd try an ACPA from the Max. Met. Rules: This is a Starship-Troopers, suit.
The Advanced Reflex-Control is a non-cybernetic way of controlling the suit; you just get in and it mimics and reproduces your movement, as if you're wearing clothes (as per Starship Troopers book); when they fail their integrity-test, when taking damage, they cease to function, so, an arm can get knocked out or a leg.
The biggest-problem, was the jet-pack. This is the most basic-design with just a rifle and grenades (the pic is actually from a Flammer-unit).
When making the weapons, I had to kind of guess on the new sizes for Recoiless-Rifles and rockets as per ACPA-rules.
Costs: Most weapons here are mass-produced, included the suit, so everything's 20% off!!! And I have to convert it to Federation-Credits.

Have some relative STANAG 4569 armor resiliency requirements.
The BMP-1 should have a SP: 30 or 40, which would mean the rear-door has a SP: 15. That's enough to stop small-arms fire and get an infantry-squad into battle; say, isn't the fuel-tank located on the rear-door? The crew can keep warm at night and have enough fire for a light-time!
We did to a WW2 version of CP:2020 game once. I think I got 7.62mm = 5D6 from Old Guns Never Die section in the rule-book.

Thinking about this the other day; so, using the 2013 scale of 7.62mm rifle damage being 5D6 per round, then if you divided 12.7mm damage by two, the same ratio you get with a 20mm round at 4D10, then you have 3D10. Both rounds do 30 points of damage max. Except the 12.7mm can damage vehicles, so, it kind of makes sense. I don't want to go as far as to say every 12.7mm round is AP, damage not-halved, unless using AP-rounds. The benefit of a heavy machine-gun round is it can blow through cover easily.

But I believe it to be a moot point, since you aren't looking for vampire rules - you said you were interested in psychic abilites rules. And Night's Edge is a n option there. Take from that book whatever you want - even if it is literally nothing at all.
I actually like Ianus-games' versions of Cyberpunk. One, they are known for Heavy Gear, which is science-fiction, but they handled the super-natural rather well. I've got Mekton's rules on pscionics, somewhere; I was reading it a bit during the summer(29 July it would seem).
One good think about Night's Edge, was the lethality of the game: so, we all know CP:2020 when we started playing Vampire: the Masquerade and a lot of players figured out how to min-max to get wipey characters. In NE, you get vampire-characters, but they're more like Cyber-psychos, than truly supernatural-undead in Vampire.
I'm reading a Dune-book that has psychics using a sort of mental-attack to gooify the brains of Full-Body Conversion Cyborgs. There's a, "Mental-Assault", power, but to do what's described in the book, you need to roll a 40, which, even with ten-Psy, ten-Skill and ten-Luck, you still need to roll a ten to succeed. Maybe another power like pyrokinesis was used; oh, and after the psychic-assault, the psychic, um died as well.

This guy that's planning on blackmailing a charity, told me that I'm blackmail-proof; whatever video of the dirt someone has on me, I'd just pull out an even worse video and show every one.
On of my friend's got drugged. A guy put some fentanyl into her soda and she had to be sent to the ER and narcanned. The word on the streets is he does that to a lot of people; he either robs them or tries to have his way with them. Good news is he's disappeared. She's got a stalker-cop that was asking her about him.

It should have the same feel as the art in the original Maximum Metal book.
For instance, the Japanese SDF Type 91IFV, found here https://www.mahq.net/type91ifv/. screams, "Maximum-Metal", and it just waiting for me to convert it to Cyberpunk 2020 rules, whereas futuristic anime Chinese-vehicles are hard to find. Sure, there's CGI and mixing it with an anime cartoon-image just doesn't have the right, "Feel".

Well, not in the '70's, but in '98, I immediately mapped them into Cyberpunk 2020 Arcologies in this futuristic-version of Earth; the game went OK, but it was a little too, "Utopia", for the players; even the author of the book said there's no such thing as a utopia (same opinion held by Libertarian David Bergland). I should have just applied the arcologies, in a 2020 Cyberpunk-world.
Edit: Addendum: Paolo Soleri uses a lot of pseudo-Cyberpunk terms like, ". . .America will be so crowed, that, the only open spaces will be filled with schizophrenic-vacationers and Suburbanites forced into nomadism"; And, "Peripatetics", which means people that wander from place to place, not staying in any one location for very long, which can describe some homeless and carnival-workers.

Whether it is Soviets, or Chinese, or Indians, or Brazilians who are going to build budget-friendly military hardware in the hypothetical "future" (and Brazilians have some pretty nifty things on offer already), that's your call.
Well, I can't create a military-vehicle for Max. Metal, unless I have line-art, and the only line-art I can find that's Brazilian is a Multiple Rocket-launcher called, Astros?. I can see that being effective 5" artillery-rockets.

I'm way ahead of you on Night's Edge (the vampires in that book really suck). And Grimm's, is perfect for any Cyberpunk 2020 game as it's fully of psychotic and mental-illness rules. which should be fairly common in 2020, well, it was common in the real, 2020.

So, I'm still thinking of this; I recently found my LHX manual with loads of line-art and specs for Soviet-vehicles. A few nights ago, I woke up thinking about how I could design military-vehicles that, were just good enough to do their job, and cheap and mass-producible, as possible.

I've got it, but, it's been ages since I've looked into Fuzion and well, I like CP:2020 better. But, for CyberGen, I'd use Fuzion just like I'd use AD&D for Oriental Adventures and not 5th edition. Captures the essence.
One thing, I don't like about Mekton's Pscionics rules, is that, you invest all the points, for a chance, yes, chance, to have pscionics. I mean, why can't a PC just, choose to have pscionics rather than a roll; unless of course, the character mortality is so high, eventually, you're new character will have pscionics to enjoy as short as they live.

And pantries are places were they give out food. Usually, only groceries and not cooked-food. It's common for a specific-day to be announced and a give out, with a line of cars waiting to get a free box of food. The contents of each box varies, but, usually canned and dry-goods with some organizations giving out kinda-fresh veggies and meat. We have so much food here, its ridiculous.
Update: The guys have a colourful name for the city's operation, the, "Shit-Shack", because of the low-quality and repetition of food. And they still don't have coffee.
I still have my contacts, so I can get stuff; today I got donuts from a mom&pop shop and passed them out there, since they don't give out sweets there anymore. And I got a bunch of ice-cream and TV-dinners from Walmart; I love it when they get the wrong product for their store; it's cheaper to donate it than to send it back to their distribution-centers. I gave out the reasoning that the ice-cream would melt before I got it back to the walk-in freezer.They haven't torn down the old building and they are building an additional one, which, I hope, is a site of a permanent facility to feed the homeless; now, that's my politics. The city isn't getting away with removing services just because a large corporation wants to move in next-door and the environmental-impact will effect the original-occupants.

So I just picked up a book at the local-library, but entering search-term, "Cyberpunk", and got, Rewired: the Post-Cyberpunk Anthology. It's a collection of short-stories about what comes after Cyberpunk. The introduction did make a point that all the guns, tools, cyberware etc. had to come from somewhere; that means many people have been manufacturing their, "Toys".
I read the first one, Bicycle Repairman by Bruce Sterling, written in '97. It' has a slow start, then gets into Zones, squatters, televisual phones, the President of NAFTA (not the USA anymore)(Year 2037) and the Tennessee Senator, who's 117 years old, and been in office for decades, whose brain is much and is run by his campaign-staff and how that relates to a repair-shop in Neo-Chattanooga.

A collection of 20th Century guns with descriptions for your retro-chick solos. All these guns fire cased ammunition (duh) and are generally available "new" from autolathes and in imitation versions for the prices listed. A good quality one requires a dif 15 StreetWise roll to get (roll in secret), otherwise it'll be -1 WA (1-5) or -1 REL (6-10) and to notice this before you get it requires a dif 20 WeaponsTech roll (sucks when the guys at the Autolathe use generic High Speed Steel instead of Titanium alloys, eh choombah?)

Actual originals in mint condition will cost significantly more. Extremely Common weapons will cost the list price, Common weapons will cost at least double. Poor availability weapons will cost 3-4 times the list price and Rare weapons at least 5 times.

Worse condition weapons can always be found... Some people in 2020 have been using Automags since the early 80's, and they still fire today after 175,000 rounds... albeit they may be a lot more worn and have their own little "tricks". You can pay half the price listed below for an authentic gun and will have -1 REL (1-5) or -1 WA (6-10). Quarter the price will give you two rolls as above.

As always, the stats on this page reflect my opinion on the weapons in question, and may not coincide with yours. So please edit the stats to suit your own opinions. Full credit for this article has to go to the original Friday Night Firefight for including old guns instead of 21st Century weapons, so my original CyberPunk games had almost no "new" guns and was instead populated entirely with 1980's throwbacks and retreads, and to the section in the CP2020 rulebook entitled "Old Guns Never Die", from which the name of the article was culled.

I'm not sure about how much shrapnel either, but, usually, a missile-strike against an aircraft is enough to knock it out of the sky; one auto-cannon round doesn't seem to do that; it took about twenty to thirty 20mm hits on a bomber to bring it down in WW2.
It's not that I don't like penetration-system, but, I want to keep it into line ACPA rules and Firestorm as well as traditional-Cyberpunk. And I like die-roll for PCs; I can see using penetration-rules for NPCs and background battles, when I just need a result or using the Making It Dead Simple option in Fire-Storm.
We used proximity rules for missile strike using the grenade miss table and multiplying by the number of points missed and to equal meters, depending on range; I forgot our exact system, but, with even if a missile barely missed, an aircraft was still in the blast-radius and the same went with auto-cannons with their 1M burst. We had an 85mm AAA that, actually, scored a direct-hit on a jet's engine, which depleted the SDP and stunned the pilot, which, was making a strafing-run and unable to pull-up.
And there is a flaw with proximity-fuses; if you miss with a 20mm Vulcan by only 1, that's 100 4d10(half of 8d10, 1M burst), right next to your aircraft, which is worse than barely hitting with a one (10 8d10s). -

They were both intended for the general SABA concept: light ground-attack and helicopter-killer (in Cyberpunk reality, that would include AVs as well. And given where the current reality is, also drones) battlefield aircraft.
The F-20 had dual M39 cannons with the same ROF of the GSh-30-1, but, the pic. clearly showed only one cannon; since I already allocated 2 spaces, I went with the 20mm Gat, to keep on Max-Met. standards (though, I'm set on 4D10 per round; one 20mm round isn't doing more than a SAM!!!! Dang-dabbit!
I like the ARES and the Skorpion reminds me of the Turbo Fan-Jet from Macross. I did, back in the day, convert that, along with most of Robotech's vehicles, to Max. Met.
Wasn't the Kfir based off of a French-design? -
