Doesn't have to work on the fly. An NPC book would more likely be used pre-game.

A funky NPC generator book might be the way forward. Character types defined by tables to create NPC psychology, appearance, motivation, load out, augmentations, expertise, contacts etc. is the way I'd tackle it. GMs could then stat them up for their system of choice.
As far as setting books go, smaller scale might be the way to go, much like Comp suggested. It could either cover the central districts of a city, area by area, or focus right down and just cover an arcology, a hab stack tower, a gated community or nogo zone. That way, GMs could just drop it in to their existing campaign world.
Something similar could also be done for net environments or VR nodes. Maybe…
I asked a similar question on G+ and even got 'rewrite CP2020'! Zak S made a suggestion of a 'complex, detailed adventure generator' which again could be lots of weird tables. Trouble is, there's a few decent ones out there already.
Any more thoughts?

Some sort of NPC 'builder' might be fun.
Or, as I've been using descriprions for my own purposes in CP2020, make it even simpler, rigid tiered system:- amateurs (skill at +1 to +3 in Interlock)
- professionals (skill at +4 to +6 - those who use it at professional level)
- experts (skill at +7 to +9)
- masters (skill at +10, obviously a rare sight).
I like that. Covers many systems.
Also, someone on G+ suggested a location sourcebook (a full blown city I assume) and a 'modernising' or new Chromebook variant. Both are HUGE jobs though, particularly a setting book!

6. Drug Trial - neutraceuticals, pain killers, DeStress Xpress, productivity drugs etc.

8. Mobile AR 'Augvertising' Hub - body rig with AR projectors outputting adverts as you wander around
9. Human Security Camera (optics required, must allow remote access)
10. Public Branding Spammer/Human Troll - promotes a product, brand or political ideology publicly to strangers
Not entirely happy with some of these, but it gives you an idea.

Check your main roll. Even= male, odd= female.
The problem with that is that each entry has both odd and even numbers!
Hence gender being the GM's choice.
Also, there are too many nationalities there, you'd be hard pressed to tell, say, Kashmiri from Pakistani from Afghan from Uzbek at times (or Libyan from Syrian from Lebanese...). Also, this implies there are no cabbies who are local (wherever your campaign is happening).I do see your point. But, the nationalities can be completely ignored if the GM wishes. They're there if you want them. If the PCs are in Tokyo for example, it would be very unlikely the taxi driver was not Japanese. None of the tables I am creating have to be taken literally. They're there to spark ideas, not to constrain.

And I'm looking for ideas on the following:
10 or more (upto 50 max) 'Gig Economy' style jobs - the kind of job you get hired on for through your agent for only one or two days - the more future-specific, the better.
Any ideas on hackable assets - stuff you could sift and search for at street level or inside a building's foyer, using a cybermodem.
And I'm looking to do a table of 50 items you'd find on a corpse - small items in their pockets, packs etc. - again, they need to be quirkily futuristic.
